Home Rehabilitation Program

This single-family program can assist homeowners in Ashland, Bayfield, Douglas, Iron, Oneida, and Vilas counties who wish to make repairs to parts of their home, such as the roof, siding, foundation, or electrical system. Requirements for this program are as follows:

  • Proof of ownership: You must provide a clear property tax statement indicating that you are the owner of the home.
  • Income verification: You will need to provide evidence of your entire household’s gross income for the last 2 months. See income guidelines chart below for details.
  • Homeowner’s insurance: You are required to provide a current homeowner’s insurance policy to prove that you have insured your home.

Homebuyer Assistance Loan

The money loaned through this program may be used for a down payment and closing costs to purchase an affordable home. The home must pass a Housing Quality Standards Inspection prior to closing. This program is available in Ashland, Bayfield, Douglas, Oneida, and Vilas counties. Requirements for this program are as follows:

  • Income qualification: You must provide evidence of your entire household’s gross income for the last 2 months. See income guidelines chart below for details.
  • Homebuyer certificate course for first-time homebuyers: You will need to provide proof that you have taken the cost-free, approved online homebuyer education course here: https://www.fanniemae.com/education
  • Pre-approved loan: You are required to have a pre-approved loan from a reliable lending institution.
  • Cash contribution: Depending on your income, you will be required to provide a minimum cash contribution. Items such as loan application fees, earnest money, and homebuyer’s insurance can be considered part of this contribution.
  • Loan-to-value ratio: The amount of loans combined cannot exceed 100% of the appraised value.
  • Affordability: The total of the applicant’s loan payments, monthly homeowner insurance premium, and monthly property tax payment must be less than 30% of their annual income.
